The Transit Services Bureau (TSB) of the Los Angeles Police Department (LAPD) provides police services to portions of the LA County Metropolitan Transportation Authority (LACMTA) transportation bus and rail system within the City of Los Angeles. These services include: area patrol officer response to calls for service, area detective follow-up investigations, critical infrastructure protection at Union Station and other designated stations, and police presence on platforms, trains, and buses.
Command staff[]
The command staff of the TSB has not been introduced. The bureau is headed by a Deputy Chief, with a Commander serving as an Assistant Commanding Officer. They provide oversight of the administrative, investigative and patrol operations of TSB as well as interface with the Los Angeles County Metropolitan Transportation Authority (LACMTA) Executive Board, LACMTA leadership, and LACMTA's Executive Officer of Systems Security and Law Enforcement.
Organization[]
The Transit Services Bureau is comprised of the Transit Services Division, Homeless Outreach Proactive Engagement (HOPE) Team, Downtown Area Short Hop (DASH) buses, and LACMTA Liaison.
- The Transit Services Division (TSD) provides contract policing services for the LACMTA buses, trains, and critical infrastructure.
- Rail Services: Uniformed officers responsible for the prevention and suppression of crime on the trains, platforms, stations, and related parking lots.
- Bus Riding Teams (BRT): Uniformed and plainclothes officers responsible for the prevention and suppression of crime on the buses, bus routes, bus stops, and related parking lots.
- Special Problems Unit (SPU): Uniformed and plainclothes investigative and enforcement teams conduct enforcement operations affecting LACMTA rail and bus services. The SPU is also utilized during special events, task forces and/or as required by identified crime trends.
- Support Section: liaises with Area and specialized division investigative teams to provide transit-related expertise and facilitate the collection of evidence.
- Senior Lead Officers (SLO): serve as a point of contact for the local community to improve the ridership experience and address transit-related issues.
- Critical Infrastructure Protection: provide police services to include explosive detection, canine services, and counter-terrorism measures via Metropolitan Division and additional Department resources as appropriate
- The Homeless Outreach Proactive Engagement (HOPE) Team aims to reduce the number of persons experiencing homelessness on LACMTA's transportation bus and rail system by connecting those individuals with social services, including shelter and rehabilitation.
- The Downtown Area Short Hop (DASH) deployments aim to create and ensure a safe environment for the transit bus community and employees. Enforcement efforts are directed towards vandalism, graffiti, alcohol and drug violations, sexual battery, hate crimes, and assaults.
- The LACMTA Liaison is a consultant for the LACMTA and has the responsibility of assisting with and coordinating policing efforts for the LACMTA's construction projects. The liaison works with project managers and project safety managers of LACMTA's construction projects.
Notes[]
The Transit Services Bureau was created on July 1, 2017, when the LAPD entered into an agreement with LACMTA to provide contract police services to the portions of the LACMTA transportation system that operates within the City of Los Angeles (taking over the duties from the Los Angeles County Sheriff's Department (LASD), though LASD is still responsible for policing the system outside of the City of Los Angeles).
As the bureau was only created in July, 2017, it does not exist in the Major Crimes Universe until Season 6 of Major Crimes.
