Stephen Schaeffer is a judge for the Superior Court of California on Major Crimes, Season 3.
He was requested by Phillip Stroh to act as his Special Master which was eventually revealed to be a ploy which Stroh made up in order to murder him and escape custody.

He states that he went to law school with Phillip Stroh and that he actually admired him when he was young before he became a serial killer.
In “Special Master Part One” we see Stroh drop his pen in an effort to establish to Judge Schaeffer that he was clumsy. Stroh also helps Schaeffer in cleaning his laptop with compressed air.
In “Special Master Part Two”, Stroh once again drops his pen and when Schaeffer goes to pick it up out of habit, Stroh strangles him with his shackles, picks up the can of compressed air, and sprays it upside down into Schaeffer's mouth to suffocate him with the toxic gases and freezing temperature. Stroh then takes Schaeffer's clothes in order to make an unseen escape from the courthouse.
