The Police Administration Building
The Police Administration Building (PAB) is the headquarters of the Los Angeles Police Department (LAPD). It is located immediately south of the Los Angeles City Hall and its address is 100 West 1st Street, Los Angeles.
The PAB is a 500,000 square feet facility and has ten floors, along with a roof with a helipad. The building also has underground parking. The Ronald F. Deaton Civic Auditorium is located outside the building where the LAPD along with other city departments can hold events. The auditorium is named after Ronald Fincher Deaton, who served the city for 42 years. Ron began his career in the Department of Water & Power (DWP) in 1965 and spent the majority of his time at the Chief Legislative Analyst's office. He served as Chief Legislative Analyst for more than a decade before returning to DWP as its General Manager in 2004, eventually retiring in December 2007.
General information[]
Pope: Boy, the media just can't get enough of the new building.
Johnson: I hate it.
Pope: Ah, cops aren't happy unless they're miserable.
In the real world, the building opened in October 2009. In the Major Crimes Universe, the move from the old headquarters, Parker Center, to the PAB happened five days before “The Big Bang” of The Closer, Season 6. There were many growing pains with the new building, most notably with the new technology which often malfunctioned and with the poor floorplanning, at least according to Deputy Chief Brenda Leigh Johnson, who noted that the building had to have been designed by someone who knew nothing of police work. Assistant Chief Will Pope tried to calm his troops by noting that the new building is state of the art and on the cutting edge of every law enforcement technology in the world, and that Parker Center didn't even have caller ID.
Commander Russell Taylor was also less than pleased with the new building as he was the only person of his rank who had not been assigned an office. It was later revealed that the office that should have been Taylor's was designated for the Commanding Officer of MCD because the building was designed way before Major Crimes had been established. This resulted in Taylor being forced to work out of the "super-cubicle" in the Major Crimes Division's squad room.
Notable events[]
Rear of the PAB, with LA City Hall in the background.
In “The Deep End”, Charles Frey is shot and killed near the rear entrance to PAB.
In the Major Crimes, Season 5 finale, “Shockwave, Part 2”, the PAB was the target of a bombing, severely damaging its ninth floor, which houses the Major Crimes Division (MCD) and the Office of the Assistant Chief of Operations. The bomb detonated in the offices of the Major Crimes Division, but fortunately most of the damage was contained within, with other rooms suffering only dust and debris damage. There were no casualties in the attack. In “Sanctuary City, Part 1”, the building was shown to be completely fixed.
Explosion at the PAB, as seen from the LA City Hall.
Floors[]
In general, only the 9th floor of the building is seen, though even this is seen only partially.
In “Jane Doe 38” we see that the PAB also has a chapel where the LAPD's Chaplain Corps can hold ceremonies (e.g. a memorial service). Unfortunately, the space was only seen briefly and we don't even know which floor the room is on.
10th Floor[]
The 10th floor houses the Office of the Chief of Police, among others.
9th Floor[]
The 9th floor
The 9th floor houses the office for the Assistant Chief of Operations and the Major Crimes Division (MCD), among others. Reportedly, the Major Crimes Division squad room cost $10 million dollars to outfit when it was built.
It should be noted that the areas which are seen would not actually fit anywhere within the real PAB in the fashion they are portrayed. Some examples:
- The Assistant Chief's office has windows to the outside even though there should be building interior there.
- The middle hallway which goes all the way through the seen space is too short. The MCD's Interview Room 1 and Break Room are at the middle of the building, looking towards the City Hall (there is also a weird corner in the glass wall which is not present in the real building). While the hallway continues towards the City Hall, as it should, it is way too short.
- The Major Crimes Division's conference room is supposedly at the end of the building even though the hallway continues to what should then be the outside of the building. The MCD Conference Room should also be several hundred feet further from the center of the building or, if the Conference Room is nearly in the middle of the building, there should not be windows to the outside looking towards the City Hall.
- The Major Crimes Division's squad room, which also has workspaces for Office of Operations' personnel, has a corner on the outside wall even though the building does not.
The 9th floor evacuation plan
Near the elevators there is also an evacuation plan for Floor 9. This plan, though, does not match the building as it's established in the Major Crimes Universe (note the above mentioned bullet points), but rather the real life building. In addition, the plan seems to be for the 10th floor, rather than 9th, as it's missing a significant portion of the building in the bottom right corner of the plan; this can be explained by the fact that on the 10th floor that space has an rooftop terrace and garden which is not included in the plan.
Occupants[]
Near the 9th floor elevators there is a rarely seen floor directory. Some of the people/units seen are:

Other floors[]
Not much is known about the other floors. The Fraud Division reportedly has offices right below the Major Crimes Division on the 8th floor as their remotes have been known to control electronics in the Major Crimes squad room, and vice versa, though this has since been fixed.(“Off the Hook”)
