The Office of Administrative Services (OAS) of the Los Angeles Police Department (LAPD) is responsible for various administrative, training and support functions of the department.

This office was formerly known as the Office of Support Services (OSS) between 2005–2010. In the real world, the office was renamed back to OSS in 2018.

Director[]

The Director, Office of Administrative Services, holds the rank of Assistant Chief and heads the Office of Administrative Services.

The Director is also the Chairman of the Use of Force Review Board; the board is responsible for conducting a complete examination of the circumstances around the incident under investigation, and for reporting its findings and recommendations to the Chief of Police.

Assistant to the Director[]

The Assistant to the Director, Office of Administrative Services, holds the rank of Deputy Chief and performs duties as assigned and assists the Director in coordinating Office activities.

The Assistant to the Director also supervises and exercises line command over the Employee Assistance Unit, HYDRA Unit, and the Officer Representation Unit. Before the creation of the Office of Constitutional Policing and Policy, the Assistant to the Director also provided oversight to the Planning and Research Division (now known as Policies and Procedures Division).

NOTE: In the real LAPD organization this position was originally known as the Executive Officer and the holder was a Commander. The position was re-designated as the Assistant to the Director in the summer of 2007 to match the Office of Operations. In the Major Crimes Universe, it's presumed that this change happened in 2012 when the Office of Operations abolished the position of Operations Coordinator and created the Assistant to the Director. It's presumed that the Assistant to the Director is a Deputy Chief, rather than a Commander, just like in the Office of Operations.

Employee Assistance Unit[]

The Employee Assistance Unit (EAU) provides services and resources to department personnel and their families, and acts an information and referral center for support programs and employee associations, as well as outside resources. These resources include: peer counseling, drug rehabilitation programs, funeral coordination, financial counseling, sworn/reserve chaplains, and the LAPD Honor Guard.

In the event of the death of an employee, the EAU is responsible for arranging for all or part of the funeral services, as requested by the family; notifying concerned agencies and associations; obtaining all City-owned property issued to the deceased employee and forwarding that property to the proper division; and assisting the next of kin, as requested.

HYDRA Unit[]

The HYDRA Unit is responsible for maintaining and staffing the HYDRA training system. The HYDRA system simulates critical incidents (e.g. complex crime scene investigations, terrorist attacks, public disorders, and natural disasters) in order to train staff, increase decision-making skills, and develop procedures regarding critical incidents.

Officer Representation Unit[]

The Officer Representation Unit is responsible for providing functional supervision and logistical and clerical support to department personnel selected as employee representatives, assisting sworn personnel in obtaining employee representatives when needed, identifying training needs and coordinating training of department personnel in the handling of employee representation matters, and researching and reviewing legislation and court decisions related to employee representation.

Behavioral Science Services[]

The Behavioral Science Services (BSS) is responsible for planning, developing, implementing, and administering the psychological services program of the LAPD. Behavioral Sciences is staffed by trained psychologists who specialize in law enforcement-related situations and crises.

BSS provides counseling to all department personnel involved in traumatic situations. BSS psychologists also provide training for personnel on topics such as stress management, suicide prevention, and anger management. BSS also responds with SWAT teams to hostage negotiations and barricaded suspect situations.

Fiscal Operations Division[]

The Fiscal Operations Division is responsible for:

  • acquiring uniforms and related items authorized for sworn and civilian employees
  • administering and disbursing the department's Secret Service Fund and auditing the Secret Service Fund
  • administering the requisition, reception, inspection, storage, distribution, disposition, and salvage of supplies and equipment (except automotive equipment)
  • analyzing and preparing the operating budget proposals, including requests for personnel, expense items, and equipment
  • controlling all budgetary allocations
  • fabricating and repairing special equipment
  • maintaining department accounting records
  • monitoring budget accounts to ensure conformance with the budgetary plan
  • monitoring equipment and supplies to ensure their most efficient use
  • preparing and distributing the department payroll
  • preparing correspondence and reports for the Chief of Police and to the Police Commission on budgetary matters
  • preparing financial reports and assisting in the preparation of the annual budget
  • procuring, receiving, inspecting, storing, distributing, taking inventory, replacing, and accounting for equipment

The Fiscal Operations Division is comprised of the Audit Section, Budgetary Planning Section, Payroll Section, Revenue and Billing Section, and Supply Section.

Use of Force Review Division[]

The Use of Force Review Division (UFRD) is responsible for providing administrative support to the review of Categorical and Non-Categorical use of force incidents, updating and maintaining Categorical and Non-Categorical use of force database, maintaining files of all closed use of force incidents, and maintaining statistical information on use of force incidents.

The Information Technology Division is responsible for planning, developing, implementing, and supporting the IT systems and networks throughout LAPD.

Application Development & Support Division[]

The Application Development & Support Division is responsible for developing, implementing, and supporting software applications for the LAPD.

The Communications Division is responsible for maintaining the dispatch centers for all emergency calls within the City of Los Angeles and all of the operations relating to that mission, including dispatching calls-of-service to LAPD units, and relaying requests from field units to the appropriate agency or department unit.

Facilities Management Division[]

The Facilities Management Division is responsible for overseeing the design and construction of new or replacement facilities; managing and participating in all phases of the construction process; and supervising maintenance and repairs at all police facilities.

Motor Transport Division[]

The Motor Transport Division is responsible for administering and controlling the storage, repair service, and replacement of all department vehicles, vehicular equipment, and vehicle parts.

Personnel Division[]

The Personnel Division is responsible for:

  • assisting qualified candidates to obtain material and/or instruction to prepare for various positions
  • counseling physically handicapped employees regarding job opportunities, rehabilitation programs, and assignment problems
  • inducting, processing, and assigning employees
  • maintaining personnel and medical records
  • processing and investigating employees who apply for pensions
  • processing and investigating sick or injured employees
  • providing counseling service regarding job rights and other personnel matters for employees

The Personnel Division is comprised of the Civilian Personnel Services Section, Employee Selection Unit, Medical Liaison Section, Sworn Personnel Services Section, and Personnel Records Section.

Records and Identification Division[]

The Records and Identification Division is responsible for compiling, maintaining, and disseminating copies of department records concerning crimes, arrests, pawned articles, traffic, property, firearms, securities, vehicles, boats and missing persons to law enforcement agencies, authorized outside agencies and citizens. The Records and Identification Division is also responsible for positively identifying all arrestees and monitoring the Automated Fingerprint Identification System (AFIS).

Recruitment and Employment Division[]

The Recruitment and Employment Division is responsible for:

  • assisting Training Division in the coordination of recruit reserve officer training and in-service training for reserve officers
  • attracting and developing qualified candidates for department positions
  • auditing all packages of full time police officer candidates
  • auditing all packages of reserve officer candidates that have been deemed suitable for hire by the Personnel Division
  • completing a written recommendation for hire, reject, or request for additional investigation for reserve officers and full time police officer candidates
  • conducting personnel investigations, administrative investigations, and probationary police officer terminations involving hired recruit officers upon receiving adverse information stemming from pre-employment issues
  • conducting quality service audits relative to the hiring process
  • developing and maintaining a recruitment event calendar
  • maintaining a system to reflect the current deployment of reserve officers
  • mentoring candidates as they progress through the selection process
  • processing all reserve officer resignations and terminations
  • providing for the issuance of City-owned equipment to recruit reserves
  • recruiting potential candidates at events and providing assistance and guidance at test locations
  • securing the return of outstanding City-owned items from separated reserve officers

The Recruitment and Employment Division is comprised of the Recruitment Section, Hiring and Evaluation Section, and Reserve Officer & Volunteer Section.

Police Sciences and Training Bureau[]

The Police Sciences and Training Bureau is responsible for

  • administering the department firearms training program
  • conducting driver proficiency testing
  • conducting product evaluations for lethal weapons, non-lethal control devices, protective equipment, pursuit intervention technologies and related products
  • developing, reviewing, coordinating, and standardizing department-wide legal training in criminal law
  • developing, staffing, coordinating, and conducting training for recruit, reserve officer, and specialized schools
  • operating and maintaining functional supervision over LAPD shooting ranges
  • researching departmental training needs and developing programs for training

The Bureau is comprised of the Training Division, In-Service Training Division, and Police Training and Education.

Police Training and Education[]

The Police Training and Education's responsibilities include, but are not limited to:

  • advising the department of current developments in educational methodology applicable to police training
  • assisting in policy development for academic training
  • ensuring compliance with established training criteria
  • researching methods to improve instructional and learning processes
  • reviewing and evaluating policies, curricula, and program delivery
