The Emergency Operations Division (EOD) of the Los Angeles Police Department (LAPD) is responsible for providing service, training, and the direct support necessary to prepare the LAPD for response to special events, emergencies, natural disasters, and other unusual occurrences.
Contract Services Section[]
Special Events Permit Unit[]
The Special Events Permit Unit is responsible for receiving and processing applications for special events; preparing staff reports for special event permit applications requiring approval of the Police Commission; and preparing and distributing to department commands a monthly Special Events calendar.
Film Unit[]
The Film Unit is responsible for receiving and processing applications for film permit locations; preparing and distributing to geographic areas film location reports involving explosions and/or firearms activity; and responding to filming locations when requested by a field supervisor in situations when a field supervisor has established that a person in charge of a film crew refuses or can't correct film code violations.
Labor Liaison Unit[]
The Labor Liaison Unit is responsible for establishing and maintaining liaison with labor and management groups and monitoring possible disputes; investigating crimes arising from labor disputes (except homicides, kidnappings, bombings, attempted bombings, and bomb threats); and gathering, correlating and disseminating information related to labor disputes.
Emergency Management Section[]
Department Operations Center Unit[]
The Department Operations Center (DOC) is the Department Command Post during times of emergency. It is activated during a major unusual occurrence, serious incident, or when a serious incident appears imminent. When activated, the DOC coordinates the department’s emergency response activities. It also provides logistical support for incidents, gathers intelligence, maintains a chronological report of incidents, and maintains an overall citywide status summary of the Police Department.
The Department Operations Center Unit is responsible for:
- coordinating organization and deployment plans for major unusual occurrences
- coordinating training activities of the DOC cadre
- planning and developing DOC systems and procedures
- preparing the DOC for activation
- providing current rosters of the DOC cadre to Communications Division each deployment period
- providing regularly assigned personnel to staff the DOC when it is activated as a temporary entity during an unusual occurrence
- reviewing and implementing forms and systems used in the DOC
- training personnel for DOC operations
Emergency Preparedness Unit[]
The Emergency Preparedness Unit is responsible for developing, coordinating, and conducting training exercises for field personnel specific to each area, as well as for major events such as disasters, bomb threats, flooding, etc.
The Emergency Preparedness Unit is responsible for:
- assisting LAPD entities in preparations for maintenance of operations during natural disasters and other unusual occurrences
- coordinating the acquisition and administration of federal homeland security grants received by the LAPD
- developing and maintaining the Emergency Operations Guide
- developing and providing training to LAPD personnel on incident management for unusual occurrences, including acts of terrorism
- developing methods for the collection and evaluation of information related to the control of emergencies
- evaluating procedures, tactics, and techniques to be employed during disasters and other emergencies
- maintaining a special liaison with the Emergency Management Commission for the County and City of Los Angeles to coordinate emergency operations and management planning
- observing and evaluating LAPD activities in the control of serious and major unusual occurrences
Incident Command Post Unit[]
The Incident Command Post Unit is responsible for:
- developing and maintaining the LAPD's Mobile Command Post and deploying the Fleet vehicles as required
- evaluating LAPD activities in the control of serious or major unusual occurrences and unusual major events
- evaluating tactical equipment to be used in the control of disasters and other emergencies
- maintaining and deploying certain equipment and supplies used during unusual occurrences and unusual major events
- providing Department Mobile Command Post Fleet vehicles to Bureau and Area Commanding Officers
- supervising the Military Property Acquisition Team (MPAT), responsible for coordinating the acquisition of military surplus equipment for use by the LAPD
Major Event Planning Unit[]
The Major Event Planning Unit is responsible for:
- preparing operations plans for policing non-emergency special events that have been deemed to have a significant risk of a possible terrorist action
- preparing operations plans for policing non-emergency special events when anticipated policing requirements exceed the capability of the concerned geographic bureau
- providing geographic bureaus and areas with direct assistance for preparing operations plans for special events not described above
- providing training on preparing operations plans for special events to geographic bureau and area special event coordinators
- reviewing and evaluating operations plans developed by geographic bureaus and areas to ensure compliance with LAPD policies and procedures
Specialized Enforcement Section[]

The Specialized Enforcement Section is responsible for:
- administration of the motor officer program for the department including vehicle and equipment research and development, vehicle testing, and equipment/product evaluation
- commercial vehicle enforcement and related vehicle inspections within the City of Los Angeles
- conducting the motor officer basic riding school
- coordinating the testing for motor officer candidates
- department funeral motorcades
- dignitary protection motorcades or escorts
- processing requests for the appearance of the Motorcycle Drill Team
- responding and assisting in the investigation of motor officer serious and fatal collisions
The section is comprised of the Specialized Enforcement Unit and the Motor Training Unit.
Traffic Coordination Section[]
The Traffic Coordination Section (TCS) is responsible for providing support and administrative services related to traffic issues.
Bicycle Coordination Unit[]

The Bicycle Coordination Unit (BCU) is responsible for organizing all bicycle patrol units, maintaining the department's bicycle fleet, and for providing bicycle officers certified training in pursuit bicycle handling, bicycle safety, night patrol techniques, shooting, and maintenance.
Drug Recognition Expert Unit[]
The Drug Recognition Expert Unit is responsible for training prosecuting attorneys to effectively prosecute drugged drivers. LAPD DREs regularly provide expert advice to prosecutors, administrators, toxicologists, and traffic safety professionals on issues related to drug abuse. The Drug Recognition Expert Unit also trains LAPD personnel in DRE tactics and procedures.
The DRE procedures allow officers to utilize a standardized twelve step evaluation procedure that enables the officer to determine whether an individual is under the influence of drugs, and then to determine the type of drug causing the observable impairment.
Traffic Court Liaison Unit[]
The Traffic Court Liaison Unit (TCLU) is responsible for:
- conducting annual audits of driving under the influence (DUI) arrest reports
- filing misdemeanor traffic arrests for the metropolitan area
- maintaining citation cancellations citywide
- maintaining liaison with judges, district attorneys, city attorneys and court personnel
- maintaining suspended license information and forwarding them to the California Department of Motor Vehicles
- maintaining traffic citations citywide, forwarding them to court, and for subpoena preparation
Traffic Support Unit[]

The Traffic Support Unit (TSU) is responsible for providing support and administrative services related to traffic issues.
- The Traffic Planning Detail (TPD) is responsible for:
- analyzing traffic legislation and court decisions
- conducting traffic related research
- preparing the annual budget for the LAPD's traffic functions
- proposing additions and amendments to the California Vehicle Code
- recommending amendments to the LAPD's traffic procedures
- The Traffic Education Detail (TED) is responsible for:
- holding car seat checkpoints
- providing roll-call training and instruction for divisional training days
- providing traffic education presentations at community events
- providing traffic safety education for public and private schools
- providing vehicle occupant restraint presentations
- The Traffic Analytical Detail (TAD) is responsible for:
- conducting studies of on-duty, employee-involved traffic collisions
- coordinating the LAPD's fleet safety program
- preparing and disseminating traffic safety information and providing speakers on traffic-related projects
- preparing traffic collision history packages for administrative review
- The Department Radar Coordinator is responsible for:
- conducting the 40-hour POST Radar Operator and Radar Instructor Schools
- coordinating the LAPD's Radar Enforcement Program, including staff research, legislation analysis, and proposing amendments to the California Vehicle Code
- prepares annual budget for new radars and maintenance

The Emergency Operations Division was created in 2007, combining elements from the Assistant to the Director, OO (Labor Liaison Unit), Emergency Services Division (Emergency Management Section, with units redistributed between the Emergency Management Section and the new Contract Services Section), and the Special Operations Support Division (Traffic Coordination and Specialized Enforcement Sections).
In the Major Crimes Universe, the Specialized Collision Investigation Division has replaced the Specialized Collision Investigation Detail, a component of the real life Traffic Support Unit.
In the real world, the Emergency Operations Division was disbanded in 2018, with the subordinate components divided between organizational components from which they were largely originally separated from, with a few exceptions.
